Auto Appraisers of Oregon meeting 1-2012
ODAC Meeting: The appraisers association attended the Oregon Dealer Advisory Committee meeting just before the annual meeting, and heard a brief report from DMV about appraiser issues. Basically, DMV, although they are tasked with the enforcement of appraiser rules and law, say they have not received any complaints about any appraisers. They also have not made any public service announcements explaining the new laws to Oregon citizens, saying they don’t have any money in a budget for that.
Annual Meeting: The appraisers met for lunch an the annual meeting in Salem after the ODAC meeting. In attendance were: Paul Gustafson, Monty King, Bill Blake, Don Peterson, Ron Pappel Doug Petersen, John King and Bryce Petersen.
Legislation review: 2013 possible legislation was discussed, and the board decided to seek legislation for a 2nd level of appraiser licenses, a Senior appraiser license. Requires 7 years and Board approval of an Oregon association of appraisers. The Board also discussed how to pick the first ‘Senior Appraisers’, which was application to the association board. Criteria for certifying ‘senior appraisers in the future was also discussed.
Standardized forms for appraisers: this effort has not met with success, and will be discontinued. There are too many versions to deal with.
Membership: Dues were reset to $100 per year for all persons who are members and put on the membership role and the website. Association Associate membership is also $100, but there will be an extra $100 annual assessment for a website link.
Budget: Monty King, Executive Director, did receive payment for services in December, the second time since 2004 he has received compensation for his services. The association has a positive balance and that figure can be accessed by members by calling the office. Membership dues are continuing to be received.
Election of Officers: New officers voted in were: Paul Gustafson, President, Past President Ron Pappel, Vice President D B Peterson, board members Don, Bill Blake, Doug Petersen and Bryce Peterson.
New Business: Paul Gustafson discussed total loss liability and ACV. New Consumer Rep at insurance Division may give the appraisers a chance to make a positive difference for consumers and dealers.. Ron and Don will work on a new association logo. DB Peterson will take over an effort to have an association brochure members can use.
Meeting Minutes 1-27-11
The board of directors met in Salem 1-27-11. They first attended the Oregon Dealer Advisory Committee meeting at the DMV headquarters, then met over lunch to discuss association business.
At the ODAC meeting, SB 534 concerning auto appraisers was discussed, as well as a review of a number of dealer legislation, tow dealer legislation and DMV issues. No action was taken on the auto appraiser bill, as association member Paul Gustafson, the prime mover in the AA of O on the bill was ill and could not attend the meeting.
The association will take up the issue, hopefully, at the legislature instead.
During the lunch meeting, attended by Association president Gary Peterson, Ron Pappel, Dave Reichert, Jim Mohat, Lori and Richard Bunn, Bill Cobb and Monty King, 2011 officers were discussed, and the members present elected Ron Pappel as the new President, with Bill as Vice-President. Board members were set as: Don Lulay, Dave Reichert, Jim Mohat and Lori Bunn, with Gary Peterson as Past President.
Membership was discussed several times during the meeting, and there was a general consensus of everyone should do membership drives in their own areas.
There was also agreement that the association needs a good Logo. Ideas will be accepted.
Goals set were: A brochure with all the membership names should be developed.
A newsletter should be done every other month.
Members were assigned to those tasks – Bill Cobb and Ron Pappel will do the newsletter and start on a brochure.
The next quarterly meeting will be primarily an education seminar, on April 21 at a location yet to be set. A possible June 2-3 hour meeting will also be a training class, possibly in Albany Oregon.
A list of appraisers of all types will be sent out to members, as well as a list of current members. Also, an AA of O membership application will be sent out to all the members.
Nov 9, 2010 Meeting Minutes. Greetings and Intros. Members attending were Gary Peterson, President, Don Petersen, Bill Blake, Lorri Bunn, Don Lulay and Monty King. New Associate members Larry Sherris and Joe Kaufman paid dues and became members.
Assoc Members introduced themselves and talked about their practice, and that they are interested in representing people who have deficiencies in their insurance offers, because of loss of value to vehicles that have been in accidents. They will be giving AA of O an information sheet for the members, information for the web site and will have a small article about them in the Dealer Solutions magazine December issue.
Reports: Legislation – Monty King. Legislation being drafted. Suggested language memo passed around. Legislative Counsel office will have a draft of legislation to require an appraiser to be competent and disinterested in certain instances. Discussion of insurance lobbyists and that it might be hard to get anything passed in Salem with a House split 30-30 and a Senate at 16-14 unless the different associations either don’t object or actually support the AA of O Legislative proposal.
Treasurer’s report – Passed and accepted. Two membership checks were received a the meeting, and one promised.
Brochure – Gary Petersen and Ron Pappel still working on it. Monty said the brochure will be produced electronically, and we can reprint as needed from our computers. That way the costs stay down, and as members leave and join it will make it easier to have updated brochures.
Standardized forms – DB showed his form. Monty King showed a draft form. Staff will try to meld them together for a standard form. Monty King said a standard form does not have to be used by everyone, but it is better to have a standard type form in many courts. Larry Sherris, At. Agreed with that. There is no reason why an appraiser could not use the standard form, and have an addendum with more information on it, as needed.
Unlicensed Appraisers Membership decided to attend Oregon Dealer Advisory Committee meeting January 27 in Salem, and have a board meeting right afterwards. Attending ODAC is to show DMV the appraisers do want to have enforcement of the appraiser law, and to receive a report from them on their activities about unlicensed activity. Informing insurance companies about Oregon law about unlicensed appraisers should be done with the brochure when it is done.
